Importing Gradients
For this tutorial I will be using this gradient:

First you need to have a gradient downloaded and extracted. I downloaded
the one above and extracted it. Your file icon may be different but the
rest is the same:

Now in PSP double click the foreground color and then choose the
gradient tab. You should see something like the window below.

Click Edit and you should see something like this:

Now, click Import and you should see a window. Choose the gradient you
want to import then click Import.

After your gradient is imported it will be added to your
selection of gradients!
